Description: The project consisted of formulating a flexible development programme selection tool based upon PLMCA that can be adapted to different national, regional and local strategies. The tool was applied to Malta’s Integrated Sustainable Urban Development Strategy as a pilot where the PLMCA approach was used to test the relative strength of key component packages in the regeneration programme towards the overall policy objectives.
